Grease a 10×15-inch baking pan and set aside.In a large mixing bowl, cream together the margarine, granulated sugar, brown sugar, and peanut butter until smooth.Add eggs and mix well.Stir in flour, baking soda, salt, and oats until fully combined.Press the mixture evenly into the prepared baking pan.Bake for 10 minutes, or until just set.Immediately sprinkle chocolate chips evenly over the hot crust. Let sit for 1–2 minutes until softened, then gently spread with a spatula. Allow to cool completely.In a separate bowl, mix powdered sugar, milk, and peanut butter until smooth.Spread the peanut butter frosting evenly over the chocolate layer.Allow bars to cool completely before cutting into squares or fingers. Store covered.
